Problems with footer & translation problems

Hello,

We cannot change any information, add or translate anything in the footer. Though the static blocks were created for each language version. http://www.spiceup.be/

Plus in French version of the website many text on website is in English. The translation file does not translate the text.
www / app / design / frontend / default / snsnino / locale / fr_FR / translate.csv

Can you help to solve the problems.
