Top Cart not working properly

1. If I set “show popular search” to no in admin, the “MY CART” is overlapping the slider. And if you resize the window you have to rollover below the actual text “my cart” to see the overlay. Also nothing happens if you click on this when you are viewing in phone or tablet.

2. If I set “show popular search” to yes, the display is correct, but if I resize the window the rollover does not work at all. Also same problem that this does not work when viewing on phone or tablet.
