Testimonials block NO NOT SHOW AFTER SECOND VISIT if Configuration Cache is turned on. Please believe me! I have to benefit on creating this issue…

IF I turn off Configuration cache the testimonials block shows instantly.

I know you can see it if you go to the page because of your cache… but clean your cache, reload the website and it will disappear we have tested this in 12 computers.
