sns/blocks/testimonial.phtml NOT LOADING!

is very clear:

1.-sns/blocks/testimonial.phtml block is the PAGE design but is not loading.

Only If I turn off cache Configuration cache makes the block instantly loads. System(config.xml, local.xml) and modules configuration files(config.xml).

PLEASE BE ADVISED ONE MORE TIME, WE ARE MAGENTO DEVELOPOERS, WE ARE EXPERIENCED,, THIS IS NOT A CACHE REFRESH ISSUE.
