Problem with checkout page

I have problem on checkout page, when click Country (dropdown) or State (dropdown) for first time, the page scroll up.. ???

Please help me. ASAP.

I have theme version 3.3
I have isolated the problem to the theme. Disable all plugins except for woocommerce and it JUMPS.. so no other conflict but the theme.
