Newsletter signup doesn’t show in footer

The static block “sport_newsletters”is enabled.
Newsletters is enabled in the configuration under Advanced (Mage_Newsletter).

And the code in the footer is from the theme file:

getLayout()->createBlock(‘cms/block’)->setBlockId(sport_newsletters)->toHtml(); ?>

The other theme files are all uploaded as related to the newsletter

But the sign up form doesn’t appear as in the demo
