Newsletter popup not working correctly

I am having 2 problems with the newsletter popup.

1. Pops up every visit or page load when it should only popup 1 time. I have the “Time for cookie” set to 10, and this is not working

2. Popup is not mobile/responsive. Viewing on phones, the popup text is off center. Looks like padding on left side, if phone is switched to vertical you cannot see the signup form, cuts off after newsletter
