Import Sample Data 404

Hello,
I try to import sample data into my magento store. I am at configuration/system/SNS Toronto config.

When I press “import static blocks” or “import static cms pages” Im getting a 404 error in my front-end.

The link is: http://www.domain.de/shop/index.php/Toronto/adminhtml_import/blocks/key/710303aaed4f6bb9be0b3df50137f5ae/

I disabled Cache and re logged in.

Anybody can help?
