Checkout page terms

I found a potential bug (actually encountered it a long time ago, well within support period, but just now realized it comes from SNS NOVA): with magento settings that require agreeing terms and conditions combined with Paypal express checkout throws customer on a order review page where there is no checkbox for agreeing the terms and conditions (and the review page looks mess/unthemed anyways).

Please let me know how to solve this. The only workaround I found is to disable terms and conditions in magento settings.
