Add a new page on your theme

Hello !

I have a question about how add a new page with your template. I need put information about Legal, Information about us, and some other think like that on the foot :

But now i don’t understand how to generate the page. I mean if customers click on “RETURN POLICY”, he need be redirect to a page who explain that, i don’t understand how to make this new page !

Could you help me ? I have very little knowledge on web building !
