What’s magento version of your site?
Please try my solution:
1, Endsure your config with Delivery payment method is exactly
2, Go to folder: app/design/frontend/sns_tini/default/layout/ find and rename files: paypal.xml and checkout.xml ==> It means will use config of default magento
3, Dont forget disable or refresh cache
