– The issue on localhost, please go to the database on phpmyadmin, find the table named core_config_data, at the fiels web/unsecure/base_url, web/secure/base_url, edit to the url as your project on localhost.
– This is the basic problem of Magento, please search on Google with the key word magento create new language store.
